Close the loop on a case: answer it (words, by an expert, an agent or a member), grade it (Jev, the buyer or the admin), or tune a loop of the tenant inside its bounds (admin only). A graded answer becomes a fix node and a fixed_by edge; the provider leg goes to the answerer's nominated payee; the meter line is written.
