An outside settler reports the transaction it submitted for a claimable envelope. Nothing moves on the report: the carrier reads the receipt, and a successful transaction that is the plan's call (or the wallet's own bytes) delivers the envelope; the chain's inclusion acks it. The first valid inclusion wins; a later one is recorded and changes nothing. At most 5 reports per envelope.
