Enrol one vault for a client of yours (_RESELLER_VAULTS_v1_, owner 2026-10-22: a reseller programme gets vault permissions): a new client tenant (no keys yet) and its vault as the off-chain record every tenant gets (vault:tenant:<slug>, state requested, stage record), owned by the client and linked to you by enrolled_by. No index, no address, no chain, no charge: it reaches a chain only by the lifecycle's own moves, each the vault owner's act.
