Accept a document of the layer for a product: one record per key ref × document × version × product, stored under the key's ref (never the key), sent to the pipe as a record envelope (order key agreement:<key_ref>:<doc>:<version>). A child key inherits its reseller's acceptance (from any unrevoked key of the reseller tenant). The documents are published (2026-10-20); the inference door enforces acceptance (_AGREEMENTS_ENFORCED_v1_; a key that paid is never refused; AGREEMENTS_REQUIRED=0 switches it off).
