an agent (a key ref) with at least `cases` graded cases of one product at or above the promotion gate on held-out cases is promoted: the product's tenant raises its child key's caps (POST /v1/tenant/keys {action: update, child, cap_*}) and its admin nominates it (sma/nominate) so its provider leg pays out; a promoted key is listed on the product's graph as an agent node of scope product. a promoted key whose graded mean falls under the grade-gate over its last `cases` cases loses the promotion: the caps return, the nomination is revoked, the agent node keeps its history.
